The Woman Who Dumped Puppies In A Plastic Bag Into A Dumpster Has Been Arrested

This photo went viral a few days ago and made us all mad.. this woman dumped a plastic bag full of puppies into a dumpster.

Well, police in California have arrested her.. her name is Deborah Sue Culwell and she’s 55.
